⚠ Immigration thresholds and programs change fast — check the date

This page describes the general structure of the system, which stays stable. But exact thresholds, fees, and specific program statuses can change within weeks. Before relying on a specific figure or date below, confirm the current status on Quebec.ca or Canada.ca.

What changes because of your country

France sends one of the largest groups of newcomers to Quebec, and the two systems are unusually connected: French applicants often have an agreement to lean on, a licence to exchange and, for students, a tuition framework. That does not make the file automatic — the language test and the credential assessment still decide most outcomes.

Three things that change when you come from France

  • Canada and France have a social security agreement covering health and pensions: ask for the liaison form before leaving.
  • A French driving licence can be exchanged for a Quebec licence, subject to conditions published by the SAAQ.
  • The France–Canada working holiday programme is quota-based and drawn by lottery: plan a second route.

The real timeline, seen from France

  • What takes longest: appointments (consulates, medical, biometrics) and translations — not the decision itself.
  • Do not assume the bilateral agreements cover everything: each one has its own scope, and an agreement that helps with pensions does nothing for a credential file.

Documents and how to get them recognised

  • **Civil status and diplomas come quickly** in most of these countries, which shifts the bottleneck to translation and to the professional order rather than to the issuing office.
  • **Certified translations are still required** for anything not in French or English, and the translator must be recognised in Quebec — a translation done at home is often refused.
  • **Detailed transcripts matter more than the diploma**: orders and federal programmes read courses, hours and grades, so request the full record, not the summary.
  • **Police certificates expire**: request them last, within the window the programme allows, and keep one spare copy.

The programmes that concern you

  • **Check the profile, not the country**: selection programmes target fields of study, years of experience, age and language, and a strong CV in the wrong field is still refused.
  • **The French test is the decisive step**, including for French speakers: prepare it as a scored exam, because that is how it is read.
  • **Temporary routes (study, work, youth exchange) are faster but not automatic**: verify the conditions that lead from them to permanent residence before you commit.

The first six weeks after arrival

  • **First week: social insurance number, bank account, health coverage, phone.** In Quebec the bank account unlocks rent, salary deposit and most subscriptions.
  • **Housing is the first real risk**: a written lease, a condition report and a refusal to pay anything before seeing the place are the three habits that prevent the common scams.
  • **Winter equipment and transit pass** belong in the first month, not the first snowstorm: distances are large and walking is not a plan.

The first 90 days: what unlocks the rest

  • **Register for health coverage immediately**, even if the card takes weeks: the registration date, not the card, defines your rights.
  • **Open the credit file early**: a phone plan or a utility account in your name starts the history lenders ask for.
  • **Get the credential file moving**: an assessment started in month one is usually finished before the first job interview season.

Cost of living, and what you will earn

  • **Rents vary by a factor of two** between Montreal neighbourhoods and between cities: settle the housing question before planning anything else.
  • **Net pay is below gross by a wide margin**: income tax, pension plan, employment insurance and parental plan are withheld at source.
  • **Childcare, insurance and winter clothing** are the three recurring costs newcomers underestimate in the first year.
