How it works

Quebec's unique two-tier tax system, explained

Quebec is the only province that collects its own provincial income tax separately from the federal government — meaning two separate tax returns each spring, and two distinct rate tables to understand.

Quebec residents also benefit from a 16.5% federal abatement on their basic federal tax — unique in Canada. This exists because Quebec administers programs the federal government runs for other provinces, notably the Quebec Parental Insurance Plan (QPIP), which replaces federal Employment Insurance parental benefits.

On top of income tax, three mandatory payroll contributions apply: the Quebec Pension Plan (QPP), the Quebec Parental Insurance Plan (QPIP), and federal Employment Insurance — whose rate is reduced for Quebec residents to account for QPIP.
