Guide

Importer: request an advance tariff classification ruling before a commercial import

Describe the goods precisely, propose a classification, attach documents or samples and allow time before importation.

Priority

An advance ruling applies to specific goods and facts. A change in composition, use or supplier may limit its application.

Define the goods

Fix composition, function, manufacture, packaging, models, suppliers and use. Avoid vague marketing descriptions.

Do the analysis

Review the Customs Tariff, interpretive rules and published rulings. Explain the proposed number and rejected alternatives.

Prepare the request

Attach drawings, specifications, photos, accepted samples, identified confidential information and the expected import date.

Use the ruling

Keep the number, cite it in relevant declarations and monitor conditions, amendments or revocation. A post-import dispute follows another process.
