Manufacturing or importing a cosmetic sold in Canada: file the notification and keep information current

Classify the product, check ingredients and label, gather formula and responsible parties, notify after first sale and amend as needed.

Notification is not a safety approval or marketing licence. Before sale, the responsible party must ensure the product and label meet every requirement.

Confirm the scope

Confirm that uses and claims make the product a cosmetic rather than a drug, natural health product or device.

Prepare the information

Check the Hotlist, restrictions, INCI ingredients, concentrations, contaminants, safety, bilingual label and Canadian contact.

Complete the process

Gather brand, form, functions, formula, manufacturer, importer and first-sale details and submit the form within the regulatory period.

Keep follow-up records

Keep the number, amend after relevant changes and manage complaints, incidents, withdrawal and Health Canada requests.
