Operating a sufferance warehouse for unreleased goods: obtain a CBSA licence

Choose the class and location, demonstrate public need, security and systems, provide security, then await inspection and issuance.

Priority

A warehouse lease, bonded warehouse licence or municipal approval does not authorize receipt of unreleased goods as a sufferance warehouse.

Confirm the scope

Determine the class, transport mode, controlling office, location, service area and expected goods.

Document commercial need, hours, CBSA access, fencing, alarms, examination areas, inventory and system controls.

Prepare the form, plans, ownership or lease, insurance, local permits, bond and officer information.

File before final construction if directed, support inspection and comply with rates, reports, security and renewal.
