Loading and disposing of material at sea: prepare a federal permit application before any operation

Classify the material, loading and site, assess alternatives, characterize effects, then follow consultation and conditions.

Priority

Disposal at sea is prohibited without a permit. Port, dredging or provincial authorization does not replace the federal disposal permit.

Confirm the scope

Describe the material, quantity, source, loading method, vessel, proposed site, schedule and frequency.

Prepare the information

Demonstrate waste prevention, reuse, recycling and other practical alternatives before choosing disposal.

Complete the process

Prepare physical, chemical and biological characterization, effects, monitoring, consultation and applicable fees.

Keep follow-up records

File before the operation, follow public notice and do not load or dispose until the permit is issued and effective.
