Collective project: incorporate and register a cooperative in Quebec
Form the provisional committee, choose the category, assemble founders, prepare articles and project details, then organize the cooperative after incorporation.
Quebec’s Cooperatives Act was amended on February 24, 2026. Check current forms and requirements before collecting signatures.
Validate the model
Define the shared need, users, member participation, capitalization and patronage returns. Compare producer, consumer, worker, solidarity and worker-shareholder cooperatives.
Assemble founders
Form a provisional committee and check the applicable minimum: generally five people, or three for a worker cooperative, subject to current rules.
Prepare the filing
Complete the articles, application, provisional secretary and domicile notice and project description. Add attestations when legal persons found an eligible cooperative.
Organize next steps
After incorporation, hold the organization meeting, adopt bylaws, appoint officers, issue shares and complete registration, tax and permit obligations.
