Non-Canadian investor establishing or acquiring a business: choose notification or review before the transaction

Classify the investor, control and business, measure value and sector, choose mandatory or voluntary filing and address national security.

Priority

A certified notification is not a net-benefit approval or confirmation that no national-security review will occur. The analyses are separate.

Confirm the scope

Identify citizenship, ultimate controller, Canadian business, new activity, direct or indirect control and implementation date.

Prepare the information

Calculate value under current methods and thresholds and check cultural business, state investor and trade-agreement rules.

Complete the process

Choose mandatory notification, voluntary notification or review application and prepare complete forms, plans and information.

Keep follow-up records

File on time, answer questions, manage undertakings and do not implement a transaction requiring prior approval.
