A useful report has three qualities
It names the exact place, gives date and time, and describes what happened without interpreting it. "The corner store sells to kids" cannot be processed; "on September 14 around 8 p.m. a minor bought a pack without being asked for ID" can.
What is supervised
Selling tobacco and vaping products to minors is prohibited, and checking age is part of the retailer's duties. Use is also prohibited in a list of indoor places and outdoor areas, including terraces where food or drinks are served, and schools and playgrounds have their own rules.
Where to report
A sale to a minor or a non-compliant product goes to the ministry responsible for applying the tobacco law, through the online form or by phone. Use in a prohibited place is first reported to the person in charge of the premises; if it continues, the same ministry. Local rules go to the municipality.
What a report does not do
It does not produce an immediate result and the outcome is not always communicated: processing is administrative. But repeated reports trigger inspections that isolated incidents do not, which is why reporting each time matters.
