Québec carbon market: preparing SPEDE registration in CITSS
Distinguish coverage obligations, user accounts and the participating entity’s account.
Opening an account does not replace assessing the company’s regulatory obligations.
Identify the role
Confirm whether the entity is covered, voluntarily eligible or a participant under the relevant regime. Criteria differ between industrial facilities and fuel distributors, among others. [1]
Register representatives
Individual registration precedes entity registration. A corporation must arrange at least two approved users for the required roles; prepare their supporting documents before submission. [1]
Submit the entity file
Use current CITSS guides and forms for the selected role. Check validations and required documents; submitting a form does not mean the account is approved. [3]
Distinguish offset projects
If the objective is recognition of a reduction project, also examine the offset-credit framework. A CITSS account does not automatically make a project eligible. [2]
